At this week’s Bula Fiji Tourism Exchange (BFTE), Fiji’s Minister for Labour, Tourism and Environment, Mrs Bernadette Rounds Ganilau spoke with e-Travel Blackboard regarding her predictions for the future of Fiji’s tourism.
Although tourism has suffered greatly from the military coup late last year, Minister Ganilau feels that this downturn is already showing signs of recovery. “[Industry stakeholders] are moving even though the movement is not reciprocating from overseas,” she says, “Although I think that numbers are still healthy despite all the travel advisories and media reports overseas.”
In terms of tourism strategies for the short and long term, Minister Ganilau says, “We are trying to move to a clearer, far reaching tomorrow with the forward looking strategies we are putting in place.” This includes the consolidation of a new tourism development plan as well conducting legislative reform to better suit the needs of Fiji’s tourism industry.

“Tourism is it for Fiji,” says Minister Ganilau, “Tourism the way forward for Fiji. Tourism was opening doors for us when all the doors were shut. When all the doors were closed to us, tourism was leading the way. [At the same time], industry stakeholders are suffering financially, emotionally, and physically in the hopes that one person or a group of people will walk through.”

“We can’t do anything about the budget. We inherited a lemon. So we had to start from somewhere and that included cutting everywhere, tightening belts and being very economical about everything we do,” says Minister Ganilau. This included a 40 precent pay cut by all personnel and administrators.
“I am constantly building bridges and starting new alliances to broaden connections and benefit tourism as well. I definitely think that the cabinet have great faith in tourism,” Minister Ganilau adds.
Mr. Tony Whitton, a representative from the Tourism Action Group (which was re-activated following the coup to help with Fiji’s recovery) said, “Despite all the murmurings in the rest of the world, Fiji remains a safe, hospitable and a resort and holiday experience... It’s important for the industry to come together as one voice and one team to establish the brand Fiji.”
“The resilience of the tourism industry will pay off. Business will be as usual,” admits Minister Ganilau. “When the turnaround is slow, I have a feeling it will be permanent. When it is quick, it is like an onslaught as a result of marketing. I have hope."

Fiji military closes blogs critical of government and army

SUVA, Fiji: Fiji's military has blocked access to several Web sites that contained damaging allegations against the army and members of the interim government, a senior officer said Friday.
Fiji Land Force Commander Col. Pita Driti said access was cut Thursday to the Web journals, or blogs, which he said were full of lies and a threat to national security.

Driti said three blogs, "resistfrankscoup," "intelligensiya" and "fijishamelist" all contained "lies and agitation."
"They are all fighting for one cause and saying the same thing," said Driti. "All we are trying to say is the blog sites are full of lies and deception."
The three sites advocated passive resistance against the military-backed government, including urging Fijians not to go to work.
They also regularly posted critical comments of the government and military, including Bainimarama, and slammed the administration's ongoing crackdown on corruption as a "farce" as it failed to result in any arrests.
FINTEL, the company that governs Fiji's Internet access, confirmed the Home Affairs Ministry had approached it to shut off access to the blogs, said Chief Executive Sakaraia Tuilakepa.

Driti said the military would continue to hunt down bloggers critical of the government, noting emergency regulations remain in place in the wake of the coup, and "people should realize that certain freedoms are restricted, including freedom of speech."
"When we get to these bloggers we will take them up to the barracks and warn them of the dangers of what they are doing. They will just be warned and advised," he said.
Since the coup there have been hundreds of reported cases of people being detained, threatened, intimidated and in some cases beaten. Most such reports have been denied by military chiefs.

Desperate Fiji resorts cut rates in half

SUVA, Fiji (17 May 2007) -- Hotels and resorts in Fiji have now resorted to discounts of up to 50 percent to try to lure tourists to Fiji.
Tourism Action Group Chair Damend Goundar said, "They are now unable to come up with any new strategies because the hotels and resorts have done all they can."
Goundar said the main factor, keeping tourists from coming to Fiji was the continued extension of the Public Safety Regulation.
He said the Fiji Visitors Bureau should be given additional funding to better market Fiji in overseas markets.
The Tourism Action Group (TAG) was set up to revive the flagging fortunes of the tourism industry after the December 5 coup.
It has had the benefit of donations from stakeholders in the industry and the Interim Government.
TAG was instrumental in reviving the industry after the 2000 crisis but there are indications that the after-effects of the 2006 coup on the industry would be far more devastating.
An industry insider pointed to the large number of workers in the industry left jobless after last year's military coup.

It was true in 1986. It's as true as ever in 2007. Wimpy will get his amnesty burgers and the Beltway fools who keep deluding themselves about the false promise of immigration enforcement will be left empty-handed. Again.
Amnesty is the hamburger. Enforcement is the payment that will never come. I've reported this reality over and over and over and over and over again. All the leaked memos and graphs and analysis in the world, however, cannot sum up the deportation/enforcement/border security sham--and the mess at DHS--more clearly than the reality expressed by an illegal alien quoted by the Associated Press today:
"If I get deported and need to cross the border again, that's not a problem," he said.
Republicans in Washington who are embracing the Bush-Kennedy amnesty will tell you the package is tough on enforcement because the millions of illegal aliens who are here now will be deported later if they fail to meet the requirements of their so-called "Z visas."
Here is how the clueless Republican National Committee is selling it:
No Amnesty For Illegal Immigrants: Illegal immigrants who come out of the shadows will be given probationary status. Once the border security and enforcement benchmarks are met, they must pass a background check, remain employed, maintain a clean criminal record, pay a $1,000 fine, and receive a counterfeit-proof biometric card to apply for a work visa or "Z visa." Some years later, these Z visa holders will be eligible to apply for a green card, but only after paying an additional $4,000 fine; completing accelerated English requirements; getting in line while the current backlog clears; returning to their home country to file their green card application; and demonstrating merit under the merit-based system.
Those who refuse to return home, comply with the visa provisions, or who remain here illegally and don't apply, supposedly would be deported ... Later.
Department of Homeland Security chief and Ted Kennedy cheerleader Michael Chertoff regurgitated the same talking points at a press conference earlier today. Open-borders Republicans in the Senate are committing them to memory pronto.

In a move that can only mean the worst has yet to come, the self-appointed (he would never have been elected - not bright enough) leader of the nation of freedom loving island peoples, Fiji, is attempting to shut down the ... get this ... The Internet!
Of course, this act is beyond hubris. It reminds me of the boast that Al Gore made during the run up to America's 2000 presidential elections (to paraphrase) "I invented the Internet!"
What does Commodore Frank Bainimarama plan to say ... "I killed the Internet!"???
To which the collective response should be ... "Was that before or after you killed the country and peoples you forcibly took rule over?"
Frank hates people's opinions so that is why we at MAXINE do not really care for Frank.

Fiji Military Moves To Close Down Blogging Sites

Suva, Fiji (AHN) - The Fijian ruling military junta has moved to close down blog sites critical of the regime after unsuccessful attempts to find those responsible for the sites.
Senior military commander Colonel Pita Driti told Pacific Radio Friday that access to the sites would be closed yesterday.
A spokesman for Fiji's only internet provider FINTEL confirmed they had been asked to shut down the web sites by the Government "for security purposes."
"They asked us to address a few things. We have given them some options to consider, because we can't just go into the web and stop access. It would be unfair to the general public," the spokesman said.
He said if the military directed them to block the offending web sites the provider would have no choice but to agree.
"If the directive is to block, then we have no other option but to comply. ... we are seeking authorization on that from our administration," he said.
Three blog sites which have published stories which have embarrassed the military Government since their coup in December 2006 are Intelligentsiya, Resist Frank's Coup and Discombobulated Bubu.

Anti-military blogsites become inactive

All activity on the controversial "resistfrankscoup" blogsite has stopped with the last entry now glaringly standing at May 9.
Last week, the Fiji Military Forces had said it was talking with Fiji International Telecommunications Ltd (FINTEL) to stop blog spots on the Internet which it claimed were a threat to national security.
But FINTEL spokesperson Iowane Koroivuki says they haven't done anything to the blogsite.
"If somebody has done something, then it is not us. It has got nothing to do with FINTEL," he said.
"If we had done something we would have told the truth anyway."
The army commander Commodore Voreqe Bainimarama told Fijilive.com that he has informed his people not to waste their time on blogs.
"The blog will take you back its not going to do any good for us.
"It's meant to depress us, it's meant to tell people anti-military stories. It's all lies and there is no use reading it," said Bainimarama.
Another blog site "Intelligentsia" shows no activity either.

The "Other White Meat" Of Automobile Fuel
That's right, there is another fuel alternative that would allow all of us to become less dependent on foreign sources for fuel in our automobiles and this one gets very little respect.
Just as in Pork having to advertise that it is the other white meat in order to get attention … Natural Gas should launch a similar campaign.
Almost everyone is aware of E85 Ethanol as THE fuel alternative of the future, but Natural Gas should also be considered into the calculation. It's cheap, it's plentiful, it's produced locally, and the infrastructure is almost all in place for those who do not mind a little planning.
For example, only three E85 re-fueling stations exist in California (and only one of those is available to the general public) whereas there are over 200 Natural Gas stations open for general public use with another 50 under construction.
And now, with "Phill" in you garage, you will have a Natural Gas station to get any trip started.

Natural-gas powered cars: Who even knows they exist?

Imagine paying as little as $1.25 a gallon to run your car.
Not for gasoline. Instead, you would pump a fuel that's readily available, North American-produced and virtually pollution-free. Many motorists could even fill up in their own garages every night just like they would power-up with one of the gas-electric plug-in hybrids still under development.
Now, what if this magical car were available today, and no one cared. Not government officials. Not auto executives. Not consumers. Not even some environmentalists.
Therein lies the paradox of the natural-gas powered car. Most major automakers offered them in the 1990s, primarily for government and corporate fleets. Back then, smog was the chief national concern. Yet today, when natural gas offers a common-sense, immediate and ecological relief valve to the nation's dependence on foreign oil, only one major automaker still makes a production model — and sales stink.
Only about 1,000 of the more than 300,000 Civic subcompacts that Honda (HMC) sells every year in the USA are the natural-gas GX version. Most still go to corporate or government fleets. Consumers can buy them only through select dealers in California and New York.
Some natural-gas proponents quietly seethe. They feel natural gas is being overlooked for cars, pickups and SUVs at a time when the nation's energy supply is dwindling and gasoline prices stair-step ever upward.
"It's like shouting in the wind sometimes," says Ron Cogan, publisher of the Green Car Journal and a big believer in natural gas. "It seems crazy we are not exploring more natural-gas vehicles, because the technology is here."
Natural-gas cars have some significant drawbacks. There aren't enough stations selling natural gas to make them practical for cross-country drives. They don't have as much driving range as gasoline-powered cars. And their fuel tanks take up more space in the trunk of the cars.
But every alternative-energy vehicle has disadvantages.

Ethanol vs. natural gas for cars
E85 is backed in farm states because its 85% ethanol content is made from corn. But ethanol is heavily subsidized by the government. And it, too, is available at a limited number of stations — 1,200 at present — mostly in the Midwest. Ethanol's growing popularity threatens to drive up food prices even as farmers finish planting the most acreage in corn since 1944.
Automakers and government agencies are pouring billions into development of hydrogen-powered vehicles. But ironically, the vast majority of hydrogen made in the USA right now is derived from converting natural gas.
Advocates call compressed natural gas, or CNG for short, one of the nation's best-kept secrets when it comes to powering cars. "It bugs the hell out of me" that more isn't being done to get the word out, says Mike Eaves of the California Natural Gas Vehicle Coalition.
Natural gas is:
•Cheap. In Los Angeles this week, one chain was charging $2.55 for the natural-gas equivalent of a gallon of gasoline. By comparison, self-serve regular gasoline was hitting records, averaging $3.49 a gallon Tuesday in L.A. and California as a whole, said AAA's daily Fuel Gauge Report. California currently has the nation's highest fuel prices.
Steve Ellis, alternative fuels manager for Honda's U.S. operation, says he has never heard of an instance in which natural-gas prices exceeded those of gasoline.
With a home unit made by a company called FuelMaker, refilling a car overnight from a home's own natural-gas supply can drop the price even more. In California right now, the price equates to about $1.25 in natural gas for the equivalent gallon of gasoline.
The home unit, called Phill, mounts on a garage wall and is about the size of an old pay telephone. It costs about $3,900, but is eligible for a $1,000 federal tax credit and, at least in Southern California, another $2,000 in local incentives.
Honda GX starts at $24,590 and is eligible for a $4,000 federal tax credit. It compares feature-wise to a midlevel, gasoline-powered $17,760 Civic LX. The 2007 natural-gas GX is government rated at 28 miles a gallon in the city, 39 on the highway.

•Plentiful. While natural gas isn't renewable like ethanol, there's lots of it. Reserves point to at least a 60-year supply, says the Natural Gas Supply Association. Only 56% of crude oil for U.S. refineries comes from North America, compared with 98% of the natural gas consumed. About half of all American homes are equipped for natural gas.
•Environmentally friendly. Natural gas creates so few emissions that Civic GX is the cleanest internal-combustion powered car on the road. It's greener than a Toyota Prius gasoline-electric hybrid and tied with the Civic hybrid, according to the Energy Department rankings for 2007 models.
Prius and the two Civics are the only vehicles clean enough to qualify for stickers that allow solo drivers to take them in California's car pool lanes. But the allotment of stickers has run out for the hybrids. Only Civic GX can still receive one.
Ellis says that on a smoggy day, the GX's exhaust is cleaner than the polluted air its engine sucks in. Natural gas is more than 20% better for carbon dioxide emissions, blamed for climate change, than comparable gasoline engines.
•Ready to go. Other major automakers sell natural-gas-powered cars in Europe, Asia, South America and elsewhere, just not in the USA. The even bigger incentive is his car pool lane sticker, which allows him save 15 to 50 minutes zipping 42 miles from home to work at Los Angeles International Airport.
"For a lot of miles, it's the ideal vehicle," he says.

The "Other White Meat" Of Automobile Fuel
That's right, there is another fuel alternative that would allow all of us to become less dependent on foreign sources for fuel in our automobiles and this one gets very little respect.
Just as in Pork having to advertise that it is the other white meat in order to get attention … Natural Gas should launch a similar campaign.
Almost everyone is aware of E85 Ethanol as THE fuel alternative of the future, but Natural Gas should also be considered into the calculation. It's cheap, it's plentiful, it's produced locally, and the infrastructure is almost all in place for those who do not mind a little planning.
For example, only three E85 re-fueling stations exist in California (and only one of those is available to the general public) whereas there are over 200 Natural Gas stations open for general public use with another 50 under construction.
And now, with "Phill" in you garage, you will have a Natural Gas station to get any trip started.

Natural-gas powered cars: Who even knows they exist?

Imagine paying as little as $1.25 a gallon to run your car.
Not for gasoline. Instead, you would pump a fuel that's readily available, North American-produced and virtually pollution-free. Many motorists could even fill up in their own garages every night just like they would power-up with one of the gas-electric plug-in hybrids still under development.
Now, what if this magical car were available today, and no one cared. Not government officials. Not auto executives. Not consumers. Not even some environmentalists.
Therein lies the paradox of the natural-gas powered car. Most major automakers offered them in the 1990s, primarily for government and corporate fleets. Back then, smog was the chief national concern. Yet today, when natural gas offers a common-sense, immediate and ecological relief valve to the nation's dependence on foreign oil, only one major automaker still makes a production model — and sales stink.
Only about 1,000 of the more than 300,000 Civic subcompacts that Honda (HMC) sells every year in the USA are the natural-gas GX version. Most still go to corporate or government fleets. Consumers can buy them only through select dealers in California and New York.
Some natural-gas proponents quietly seethe. They feel natural gas is being overlooked for cars, pickups and SUVs at a time when the nation's energy supply is dwindling and gasoline prices stair-step ever upward.
"It's like shouting in the wind sometimes," says Ron Cogan, publisher of the Green Car Journal and a big believer in natural gas. "It seems crazy we are not exploring more natural-gas vehicles, because the technology is here."
Natural-gas cars have some significant drawbacks. There aren't enough stations selling natural gas to make them practical for cross-country drives. They don't have as much driving range as gasoline-powered cars. And their fuel tanks take up more space in the trunk of the cars.
But every alternative-energy vehicle has disadvantages.

Ethanol vs. natural gas for cars
E85 is backed in farm states because its 85% ethanol content is made from corn. But ethanol is heavily subsidized by the government. And it, too, is available at a limited number of stations — 1,200 at present — mostly in the Midwest. Ethanol's growing popularity threatens to drive up food prices even as farmers finish planting the most acreage in corn since 1944.
Automakers and government agencies are pouring billions into development of hydrogen-powered vehicles. But ironically, the vast majority of hydrogen made in the USA right now is derived from converting natural gas.
Advocates call compressed natural gas, or CNG for short, one of the nation's best-kept secrets when it comes to powering cars. "It bugs the hell out of me" that more isn't being done to get the word out, says Mike Eaves of the California Natural Gas Vehicle Coalition.
Natural gas is:
•Cheap. In Los Angeles this week, one chain was charging $2.55 for the natural-gas equivalent of a gallon of gasoline. By comparison, self-serve regular gasoline was hitting records, averaging $3.49 a gallon Tuesday in L.A. and California as a whole, said AAA's daily Fuel Gauge Report. California currently has the nation's highest fuel prices.
Steve Ellis, alternative fuels manager for Honda's U.S. operation, says he has never heard of an instance in which natural-gas prices exceeded those of gasoline.
With a home unit made by a company called FuelMaker, refilling a car overnight from a home's own natural-gas supply can drop the price even more. In California right now, the price equates to about $1.25 in natural gas for the equivalent gallon of gasoline.
The home unit, called Phill, mounts on a garage wall and is about the size of an old pay telephone. It costs about $3,900, but is eligible for a $1,000 federal tax credit and, at least in Southern California, another $2,000 in local incentives.
Honda GX starts at $24,590 and is eligible for a $4,000 federal tax credit. It compares feature-wise to a midlevel, gasoline-powered $17,760 Civic LX. The 2007 natural-gas GX is government rated at 28 miles a gallon in the city, 39 on the highway.

•Plentiful. While natural gas isn't renewable like ethanol, there's lots of it. Reserves point to at least a 60-year supply, says the Natural Gas Supply Association. Only 56% of crude oil for U.S. refineries comes from North America, compared with 98% of the natural gas consumed. About half of all American homes are equipped for natural gas.
•Environmentally friendly. Natural gas creates so few emissions that Civic GX is the cleanest internal-combustion powered car on the road. It's greener than a Toyota Prius gasoline-electric hybrid and tied with the Civic hybrid, according to the Energy Department rankings for 2007 models.
Prius and the two Civics are the only vehicles clean enough to qualify for stickers that allow solo drivers to take them in California's car pool lanes. But the allotment of stickers has run out for the hybrids. Only Civic GX can still receive one.
Ellis says that on a smoggy day, the GX's exhaust is cleaner than the polluted air its engine sucks in. Natural gas is more than 20% better for carbon dioxide emissions, blamed for climate change, than comparable gasoline engines.
•Ready to go. Other major automakers sell natural-gas-powered cars in Europe, Asia, South America and elsewhere, just not in the USA. Commanding Military Control Freaks Shut Down Mil-Bloggers
In a move that can only be described as BONEHEADED, the Army, today, has just outlawed blogging by members of the military. Thank-You General Casey (Maj. Ray Ceralde, the Army OPSEC program manager and author of the revision, announced the decision but the General signed the order)!!!
The MSM does not give us the straight scoop as to what is happening in the field.
Congress does not give us (the citizens who are paying for our protection) unvarnished, un-politicized and clear updates from their committee update meetings.
The Executive Branch of our Government is under political fire so anything they have to say is twisted and distorted and condemned before anyone gets the information.
Mil-Blogs allow each and every citizen of our country an open access window through which one can gage the attitude and understandings of our best and brightest in the theater of the war on terror. Morale is enhanced, family updated communications are real-time, and the MSM subterfuge is given a counterpoint.
In a free society, this decision is a disaster and will trash the last best chance to have our citizens in the military to remain connected to the society they serve.
It is not like the Military is shutting down something that didn't work.

Army Releases New OPSEC Regulation

WASHINGTON (Army News Service, April 20, 2007) - Changes to the Army's operations security regulation address accountability, new technology and the inclusion of all Army personnel in OPSEC practices.
The revised Army Regulation 530-1, "Operations Security," provides updated definitions; aligns the Army's policies, terms and doctrine with the Defense Department; and brings Army Contractors into the fold while addressing the role Army Family Members have in OPSEC.
"The change includes Army Civilians and Contractors, who are not subject to the Uniform Code of Military Justice," said Maj. Ray Ceralde, the Army OPSEC program manager and author of the revision. "The reason we included Contractors in the regulation is they're more involved in operations today than ever before. If you have all your Soldiers and DA Civilians practicing OPSEC and your Contractors - who are an integral part of your operations - aren't ... well, you have a gaping hole in security that could affect everyone's lives."
Maj. Ceralde said OPSEC is a "total Army concept" and includes Families and friends though he acknowledged they aren't subject to a commander's orders.

Regulation changes also address how technology, specifically the Internet, has changed the face of OPSEC since the last major revision to the regulations in 1995. A 2005 revision addressed new technology, but the new revision addresses technological concerns not covered in the 2005 revision.
"The Internet, personal Web sites, blogs (Web logs) - those are examples of where our adversaries are looking for open-source information about us," said Maj. Ceralde. "Open-source information isn't classified and may look like nothing more than innocuous bits of information, a piece here, a piece there, like pieces of a puzzle. But when you put enough of the pieces together you begin to realize the bigger picture and that something could be going on."

While Army personnel may maintain their own Web sites or post information on blogs, Maj. Ceralde said they have to be careful about what they write and what they post because even unclassified information can provide significant information to adversaries.
"For example, photos of deployed Soldiers to share with Family and friends are acceptable. However, when the photo includes a background of the inside of their camp with force protection measures in plain view, an adversary who is planning to attack their camp and sees a photo like this on the Internet now knows how to counter their force-protection measures," Maj. Ceralde said.
The regulation also puts a greater emphasis on commanders' responsibilities to implement OPSEC.
"We tell commanders what they must to do to get their people to understand what's critical and sensitive information and how to protect it, but commanders have to make that perfectly clear in the form of orders and directives," Maj. Ceralde said. "The other part of this tells Soldiers that if they fail to comply they may be punished under article 92 of the Uniform Code of Military Justice for disobeying a lawful order."
Other key changes to the regulations include the addition of punitive measures for violations of specific directives, the designation of "For Official Use Only" as a standard marking on all unclassified products that meet at least one exemption of the Freedom of Information Act, directing encryption of e-mail messages that contain sensitive information on unclassified networks, and emphasizing operations security in contracts and acquisitions.
"OPSEC is not traditional security, such as information security like marking, handling and classifying information; it's not the physical security of actually protecting classified information though they're all related and part of OPSEC," Maj. Ceralde said. "OPSEC is different from traditional security in that we want to eliminate, reduce and conceal indicators, unclassified and open-source observations of friendly activity that can give away critical information."

Soon to be former - Co-Host for the morning talk show, The View, once went on a 9 minute rant about the many questions surrounding the 9/11 attack. In the course of the discussion with the other Co-Hosts, Rosie concluded that, "No, but I do believe it's the first time in history that fire has melted steel - I do believe that it defies physics for the World Trade Center Building 7, which collapsed in on itself, it is impossible for a building to fall the way it fell without explosives being involved - World Trade Center 7." --- "I don't know but to say we don't know and it was imploded in a demolition is beyond ignorant, look at the films get a physics expert here from Yale, from Harvard, pick the school, it defies reason."
So guess what Rosie, fire melts steel. Of course, you can always assert that the Federal Government staged this event as well ... you are free to do so in our free speech society ...
... After all, this is such a perfect "ruse", nobody would ever suspect that this possible conspiracy "FAKE OUT" was an act conducted by the Federal Government, of fire melting steel to discredit your assertions, was actually conducted by President Bush. Oh the public spectacle of it all, just think of the traffic tie-ups in the Bay Area, there all a bunch of liberal socialists anyway, who'd notice!?

Bay area residents face tough commutes

OAKLAND, Calif. - Bay Area residents began potentially their worst commute in almost two decades Monday, a day after one of the region's most traveled sections of freeway melted and collapsed following a fiery crash.
An elevated section of highway that carries motorists from the San Francisco-Oakland Bay Bridge to a number of freeways was destroyed early Sunday after heat from an overturned gasoline truck caused part of one overpass to crumple onto another.

Authorities predicted the crash would cause the worst disruption for commuters since a 1989 earthquake damaged the bridge itself. The sight of a soaring freeway twisted into a fractured mass of steel and concrete was reminiscent of the damage from the Loma Prieta quake.

"People are going to have to find a different way to work and back home in the evening, so we are asking them to plan ahead and do their homework," said Jeff Weiss, spokesman for the California Department of Transportation. "This isn't going to be fixed in a matter of days."
Nearly 75,000 vehicles used the damaged portion of the road every day. But because the accident occurred where three highways converge, authorities said it could cause commuting problems for hundreds of thousands of people. State transportation officials said 280,000 commuters take the Bay Bridge into San Francisco each day.

Though heat from the fire was intense enough to weaken the freeway and damage a 250-foot stretch of highway, the truck's driver walked away from the scene with second-degree burns.
James Mosqueda, 51, of Woodland, went to a gas station and called a taxi, which took him to a hospital, Cross said.

The crash occurred around 3:45 a.m. on the MacArthur Maze, a network of ramps and interchanges at the edge of downtown Oakland and about a half-mile from the Bay Bridge toll plaza. Witnesses reported flames rising up to 200 feet into the air.
Heat exceeded 2,750 degrees and caused the steel beams holding up the interchange above to buckle. Bolts holding the structure together also melted, leading to the collapse, California Department of Transportation director Will Kempton said.

Officials said the accident could have been deadly had it occurred at a busier time.
San Francisco Mayor Gavin Newsom said the accident showed how fragile the Bay Area's transportation network is, whether to an earthquake or terrorist attack.
"It's another giant wake-up call," Newsom said.

OAKLAND, Calif. - Bay Area residents began potentially their worst commute in almost two decades Monday, a day after one of the region's most traveled sections of freeway melted and collapsed following a fiery crash.
An elevated section of highway that carries motorists from the San Francisco-Oakland Bay Bridge to a number of freeways was destroyed early Sunday after heat from an overturned gasoline truck caused part of one overpass to crumple onto another.

Authorities predicted the crash would cause the worst disruption for commuters since a 1989 earthquake damaged the bridge itself. The sight of a soaring freeway twisted into a fractured mass of steel and concrete was reminiscent of the damage from the Loma Prieta quake.

"People are going to have to find a different way to work and back home in the evening, so we are asking them to plan ahead and do their homework," said Jeff Weiss, spokesman for the California Department of Transportation. "This isn't going to be fixed in a matter of days."
Nearly 75,000 vehicles used the damaged portion of the road every day. But because the accident occurred where three highways converge, authorities said it could cause commuting problems for hundreds of thousands of people. State transportation officials said 280,000 commuters take the Bay Bridge into San Francisco each day.

Though heat from the fire was intense enough to weaken the freeway and damage a 250-foot stretch of highway, the truck's driver walked away from the scene with second-degree burns.
James Mosqueda, 51, of Woodland, went to a gas station and called a taxi, which took him to a hospital, Cross said.

The crash occurred around 3:45 a.m. on the MacArthur Maze, a network of ramps and interchanges at the edge of downtown Oakland and about a half-mile from the Bay Bridge toll plaza. Witnesses reported flames rising up to 200 feet into the air.
Heat exceeded 2,750 degrees and caused the steel beams holding up the interchange above to buckle. Bolts holding the structure together also melted, leading to the collapse, California Department of Transportation director Will Kempton said.

Officials said the accident could have been deadly had it occurred at a busier time.
San Francisco Mayor Gavin Newsom said the accident showed how fragile the Bay Area's transportation network is, whether to an earthquake or terrorist attack.
"It's another giant wake-up call," Newsom said.

Quality Of Life Begins With Corrected Immigration
The sign of the protester says it all - "KICK ME! I'm A Citizen!"
A legal United States citizen is the last consideration in a long line of issues that surround the problems created by our Government's decade’s long inattentive attitude toward our existing immigration policies.
Respect for the sovereignty of the borders of the United States begins with enforcement of the laws that govern our country. Due to the decades of neglect to our immigration laws, all laws become less important and the quality of life of the average citizen get dragged down.
Congress, reacting to the increased pressure to correct the inattention our civil authorities to existing laws, has placed more border agents in the field to address the ills brought about through unchecked and illegal immigration. The agents arrest law breaking illegal immigrants and expect the prosecution infrastructure to finish its job and bring final justice to the equation.
Judges in the court system and local police who manage the jail infrastructure apparently did not get the memo.
The average legal citizen is serious about the quality of life brought about through the enforcement of our laws. It’s high time the people who manage the justice side of law enforcement step up and finish the task – Quit Whining ... roll up your sleeves and get to work.
Our elected and appointed officials need to step up now and make good on the job they are being paid for. The notes paid for their usefulness have become DUE IN FULL!

Immigration-related felony cases are swamping federal courts along the Southwest border, forcing judges to handle hundreds more cases than their peers elsewhere.
Judges in the five, mostly rural judicial districts on the border carry the heaviest felony caseloads in the nation. Each judge in New Mexico, which ranked first, handled an average of 397 felony cases last year, compared with the national average of 84.
Federal judges in those five districts - Southern and Western Texas, New Mexico, Arizona and Southern California - handled one-third of all the felonies prosecuted in the nation's 94 federal judicial districts in 2005, according to federal court statistics.

"The need is really dire. You cannot keep increasing the number of Border Patrol agents but not increasing the number of judges," said Chief Judge John M. Roll of the District of Arizona.
A bill by Sen. Pete Domenici, R-N.M., and co-sponsored by Sen. Jon Kyl, R-Ariz., and Texas Republican Sens. John Cornyn and Kay Bailey Hutchison, would add 10 permanent and temporary judges in Arizona, New Mexico, and Southern and Western Texas. This proposal, and others like it, have gone nowhere in the past two years.
"I can't even tell you how much we need that," Roll said.

During a push to crack down on illegal immigration last fall, Customs and Border Protection floated a plan for New Mexico that would have suspended the practice of sending home hundreds of illegal immigrants caught near the border with Mexico. Instead, these people would be sent to court.
The idea, called "Operation Streamline," was to make it clear that people caught illegally in the U.S. would be prosecuted.

"We said, 'Do you realize that the second week into this we're going to run out of (jail) space?'" Martha Vazquez, chief judge for the District of New Mexico, recalled telling Border Patrol chief David Aguilar.
"We were obviously alarmed because where would we put our bank robbers? Our rapists? Those who violate probation?" she said.
Border Patrol eventually dropped the idea. Officials said they could not get all the necessary agencies to agree to it.

Congress has made available more than $1.2 billion for reinforcements, including fences, vehicle barriers, cameras and other security equipment.
Homeland Security officials say the increased security is working. In Yuma, Bush said that the number of people apprehended for illegally crossing the southern border into the U.S. has declined by nearly 30 percent this year.
Court officials, however, say they are in crisis mode trying to deal with all the defendants.

Even lawmakers from border states say they cannot justify adding judgeships in one district when other districts also need them.

Court officials say they have had to be creative just to try the cases they have. Visiting judges help out in some districts. In Arizona, magistrates hold sessions on the weekends and have seen as many as 150 defendants in a day.
In New Mexico, Vazquez, the chief judge, and former U.S. Attorney David Iglesias went on a Spanish-language radio station broadcast in Mexico this winter to warn people about the penalties for illegally entering the country.
Court administrators have trouble keeping employees, such as interpreters, because of the grind. Judges' staffs struggle with burnout. Everyone fights to keep up morale as they hear countless sad stories from migrants who broke the law searching for a better life in the United States.
"It'd be swell to have another judge or two," said Judge George Kazen, who is based on the border in Laredo, in the Southern District of Texas. "It would mean a little more time to spend on civil stuff, and a little more time to reflect. We have to make quick calls and move on."

How about green-lighting the justice process of immigrants caught breaking the law and do not have proof of being in this country legally as the good Judge suggests ("We have to make quick calls and move on.")? Why not suspend the deference afforded to citizens and lower the standards used to actually try a case and incarcerate an offender?
How many people do you think will want to get caught up into a meat grinder of serious justice?
We all could take a lesson from the attitude of the Sheriff in Phoenix, Arizona. If one is suspected of breaking the law ... we have room for you, even if we need to fence off an area in the desert and erect tents to keep you for your court date.
A legal citizens Quality Of Life is more important than the basic consideration given to the quality of life of a suspected law breaker, especially if the suspected law breaker is in our country illegally (that's two counts of disrespect for the rule of law in the pecking order).

For most people, Rosie O’Donnell is just a former comedic daytime talk show host who feigned a crush for Tom Cruise and got her start in standup comedy clubs .
For others, like Matrix Award honoree and social columnist Cindy Adams, Matrix Awards managing director Beth Ellen Keyes, and O'Donnell's publicist, Cindi Berger she is an acceptable Icon to a generation of women in media who are looking for recognition through “outing” herself as a lesbian and bullying behavior.
For MAXINE’s money, the blue, bawdy master of ceremonies performance at an awards fete being held to honor the achievements of New York's most accomplished women in media at the Waldorf-Astoria Grand, should get her BLACKBALLED.
It is not so much that Rosie is not happy with Donald Trump, The President, Republicans, Catholics, and anyone else who she perceives as not having the lesbian, socialists, elitist, Move-On.Org point-of-view she stands on. No, not really – It is more about how she chooses to express herself through inappropriate and vulgar language.

The loose-lipped lesbian dropped the F-bomb as Barbara Walters lowered her head on the dais and covered her face with her hand. O'Donnell concluded a rant about Donald Trump by grabbing her crotch and shouting, "Eat me!"
O'Donnell also said she was sad when Trump called her "disgusting" and "fat" because, "it was always my dream to give an old, bald billionaire a boner."
The annual luncheon of N.Y. Women in Communications - which honored Cindy Adams, Meredith Vieira, Joan Didion, Susan Lyne, Arianna Huffington and Lisa Caputo, among others - featured as presenters News Corp. Chairman Rupert Murdoch, Joy Behar, Nora Ephron, Martha Stewart and Sen. Hillary Clinton.
Also on hand were 17 sweet-faced high school girls who won scholarships to pursue their dreams of careers in media.
"I was offended by how vulgar and common O'Donnell was," said Robert Zimmerman, a Democrat active in progressive causes. "It was especially inappropriate with young people present."

Among those in the crowd were Judith Giuliani, her predecessor Donna Hanover, Judge Judy Sheindlin, Helen Gurley Brown, Sue Simmons, Geri Laybourne of Oxygen Media, Jane Friedman of HarperCollins, and Hearst president Cathie Black.

On Laura Ingraham this morning, Laura observed that Elizabeth Hasselbeck (the only conservative-to-center counter-point to the rest of the four person co-host dais) has to be performing the "Snoopy Dance" right about now in reaction to the news.
Of course, Rosie will say it is her idea but it is well understood that gran dame, Barbara Walters is the producer and has the final say as to how the show is framed.
We at MAXINE say, "Stick a fork in it ... she's done!"

This can not be good for a tribal peoples just wanting to be able to pursue and share their lives with others in a modern world.
In the last week, The Commodore dispatches the Council of Chiefs because they felt that they had the right to voice their opinion as to whom the second in command should, or should not be. The Commodore did not like the fact that their opinion would be different than his … but isn’t this the reason why Frank felt he had the right to take charge of a democratically elected Government in the first place? That anyone in a leadership role might actually have thinking powers that were different than HIS own?
The Free World needs to step in and save Fiji before Commodore Frank Bainimarama gets down to firing the “Dog Catcher” … or have the population die from poor Governmental Health management factors!

Fiji Anti-Corruption Body Given `Draconian' Powers, Lawyer Says

A body set up by Fiji's caretaker government to investigate corruption has powers of arrest and interrogation that break the law and constitution, a spokeswoman for the country's law society said.
The Independent Commission Against Corruption is empowered to issue its own arrest and search warrants and seize people suspected of living beyond their means. Those charged will be considered guilty until they prove themselves innocent.
``It's sinister, the fact they have all these powers which appear to be Draconian,'' Tupou Draunidalo, vice president of the Fiji Law Society said in a telephone interview from the capital, Suva, on April 19. ``It's so fundamental, that you're innocent until proven guilty in this country.''
The decree establishing the commission, approved by the president of the Pacific island nation several weeks ago, was published April 18, President Ratu Josefa Iloilo's spokesman Rupeni Nacewa said last week from Suva. Army chief Commodore Voreqe Bainimarama promised to ``clean up'' Fiji after he overthrew the government of Prime Minister Laisenia Qarase in December, accusing it of corruption.
Iloilo was re-appointed president in January after being deposed in the Dec. 5 coup, the country's fourth takeover in 19 years. Bainimarama became interim prime minister a month after the takeover and said elections may not be held until 2010.
The commission will be made up of a chief investigator assisted by about eight corruption investigators.
Common Law
The power given to the panel ``appears to break various sections of the constitution and common law,'' Draunidalo said.
Fiji's legal system is based on British common law, which enshrines the right to be regarded as innocent until proven otherwise in a court of law.
The interim government is justifying the sweeping powers through the doctrine of necessity, she said. Fiji's constitution allows for decrees to be made by the president if the country is so unstable that parliament can't meet.
``There's no reason the parliament can't meet,'' Draunidalo said. ``The military just won't let it happen.''
Aiyaz Sayed-Khaiyum, Fiji's interim attorney-general said the new commission was based on Hong Kong's anti-corruption body.

The penalties for engaging in bribery have been stiffened, Sayed-Khaiyum said, with the sentence increased from the current six to nine months to 10 to 15 years under a prevention of bribery promulgation enacted last week.
Holding Elections
Fiji is considering holding elections some time in the next 36 months, following a meeting between European Union and Fijian government officials last week in Brussels, Sayed-Khaiyum said.
In an April 20 statement, the EU called on Fiji to hold a poll within two years and to lift in May a state of emergency in place since the coup. In return, the EU said it expects ``to avoid the loss of development cooperation'' that provides aid to the Fijian sugar industry, the statement said.
The 27-nation body threatened to cut all ties with Fiji following the coup, and scrap a $422 million aid package. Fiji's sugar industry, which employs 45,000 people, would collapse if the aid was withdrawn, the Sugar and General Workers' Union said shortly after the coup.

A body set up by Fiji's caretaker government to investigate corruption has powers of arrest and interrogation that break the law and constitution, a spokeswoman for the country's law society said.
The Independent Commission Against Corruption is empowered to issue its own arrest and search warrants and seize people suspected of living beyond their means. Those charged will be considered guilty until they prove themselves innocent.
``It's sinister, the fact they have all these powers which appear to be Draconian,'' Tupou Draunidalo, vice president of the Fiji Law Society said in a telephone interview from the capital, Suva, on April 19. ``It's so fundamental, that you're innocent until proven guilty in this country.''
The decree establishing the commission, approved by the president of the Pacific island nation several weeks ago, was published April 18, President Ratu Josefa Iloilo's spokesman Rupeni Nacewa said last week from Suva. Army chief Commodore Voreqe Bainimarama promised to ``clean up'' Fiji after he overthrew the government of Prime Minister Laisenia Qarase in December, accusing it of corruption.
Iloilo was re-appointed president in January after being deposed in the Dec. 5 coup, the country's fourth takeover in 19 years. Bainimarama became interim prime minister a month after the takeover and said elections may not be held until 2010.
The commission will be made up of a chief investigator assisted by about eight corruption investigators.
Common Law
The power given to the panel ``appears to break various sections of the constitution and common law,'' Draunidalo said.
Fiji's legal system is based on British common law, which enshrines the right to be regarded as innocent until proven otherwise in a court of law.
The interim government is justifying the sweeping powers through the doctrine of necessity, she said. Fiji's constitution allows for decrees to be made by the president if the country is so unstable that parliament can't meet.
``There's no reason the parliament can't meet,'' Draunidalo said. ``The military just won't let it happen.''
Aiyaz Sayed-Khaiyum, Fiji's interim attorney-general said the new commission was based on Hong Kong's anti-corruption body.

The penalties for engaging in bribery have been stiffened, Sayed-Khaiyum said, with the sentence increased from the current six to nine months to 10 to 15 years under a prevention of bribery promulgation enacted last week.
Holding Elections
Fiji is considering holding elections some time in the next 36 months, following a meeting between European Union and Fijian government officials last week in Brussels, Sayed-Khaiyum said.
In an April 20 statement, the EU called on Fiji to hold a poll within two years and to lift in May a state of emergency in place since the coup. In return, the EU said it expects ``to avoid the loss of development cooperation'' that provides aid to the Fijian sugar industry, the statement said.
The 27-nation body threatened to cut all ties with Fiji following the coup, and scrap a $422 million aid package. Fiji's sugar industry, which employs 45,000 people, would collapse if the aid was withdrawn, the Sugar and General Workers' Union said shortly after the coup.

The Real Survivor Fiji – Physical Disease Follows Political Disease
Bacteria, contamination, and a general breakdown of the attention to detail just may be the reason for outbreaks of illness and death on Fiji ... or maybe it is just a coincidence.
There is a reason that most all successful governments throughout the world are NOT military. The military may be good as a deterrent of outside forces taking over a government and a Nation State, but the military is almost never any good at caring for the people they were formed to protect. Quite frankly, it requires a different skill set.
Fiji suffers as a selfish (as opposed to serving) military governs.

Three people have died and scores have become ill in outbreaks of typhoid and leptospirosis in Fiji
Acting director of Public Health in Fiji, Dr Josaia Samuela, said one person had died and 77 people had been confirmed with typhoid since the beginning of the year, most in recent weeks.
There has also been reports of two deaths and 22 confirmed cases of leptospirosis, a bacterial disease.
Samuela said no tourists had been reported ill with typhoid or leptospirosis, and the outbreaks appeared confined to rural areas where visitors were unlikely to go.
Samuela said a 32-year-old school teacher had died over the Easter weekend and several students had come down with typhoid, probably after a carrier contaminated food at a feast.
"There was probably a gathering, a feast, where food and water is shared. It was all of a sudden, when a group of people fell ill," Samuela said.
He said leptospirosis was normally transferred to people from dogs and rodents.

Australia yesterday expanded its warnings about travel to post-coup Fiji to cover outbreaks of typhoid and mumps.
The Department of Foreign Affairs and Trade says its overall message remains: "Exercise a high degree of caution when travelling in Fiji due to the volatile political and security situation following the military coup of December 5.
"The security situation remains uncertain and reactions to the coup could lead to violent clashes."
But the advisory now also adds: "An outbreak of typhoid has been reported in Fiji, affecting the areas around Natewa Bay and Buca Bay on Fiji's northern island of Vanua Levu.

Samuela said it was possible Cyclone Cliff, which tore through Vanua Levu on April 4 and affected water supplies, had worsened the situation.
He said carriers of typhoid were people who had completely recovered from the illness, but could spread infection for the rest of their lives if their urine or faeces contaminated food.

Samuela said people in Fiji were not vaccinated against mumps because of the cost of the inoculations, but there had been no jump in reported cases.
Symptoms of typhoid varied, but were often confused with influenza and could include a very high fever, headache, loss of appetite, weakness or a cough, he said.
Symptoms of leptospirosis can include high fever, severe headache, chills, muscle aches, vomiting, jaundice, red eyes, abdominal pain, diarrhoea or a rash.

So the person who is responsible for keeping track of the health and safety of the people who live and visit the island nation "feels people in Fiji were not vaccinated against mumps because of the cost of the inoculations".
We at MAXINE have this question - So just when does an occupying military have to take responsibility for its actions when the nation it is occupying is its own?

Consensus is reached: Gore’s global-warming alarmism is overblown.
As international celebrity and film star Al Gore prepared to testify about global warming on Capitol Hill on Wednesday, it was already apparent that the hot air may be leaking out of the global-warming balloon.
After a year of concentrated effort that includes a multimillion-dollar p.r. campaign on top of An Inconvenient Truth and slavish media coverage parroting the climate-alarmist line, recent polls show that public opinion has barely budged. Only about a third of Americans, according to a recent Gallup survey, are agitated about climate change, and even people who say the environment is their most important issue rank climate change behind air and water quality in importance.
Meanwhile a backlash in the scientific community has begun. Last week, New York Times veteran science reporter William Broad filed a devastating article about scientists who are “alarmed” at Gore’s alarmism; Gore’s account of global warming goes far beyond the evidence. The dissents from Gore’s extremism, Broad explained, “come not only from conservative groups and prominent skeptics of catastrophic warming, but also from rank-and-file scientists” who have “no political ax to grind.” It appears Gore refused to be interviewed directly for the article; he responded to e-mail questions only.
This backlash has been quietly building for a while. In November, Mike Hulme, director of Britain’s Tyndall Center for Climate Change Research, expressed his unease about climate alarmism to the BBC:
I have found myself increasingly chastised by climate change campaigners when my public statements and lectures on climate change have not satisfied their thirst for environmental drama and exaggerated rhetoric. It seems that it is we, the professional climate scientists, who are now the [catastrophe] skeptics. How the wheel turns. Why is it not just campaigners, but politicians and scientists too, who are openly confusing the language of fear, terror and disaster with the observable physical reality of climate change, actively ignoring the careful hedging which surrounds science’s predictions? To state that climate change will be ‘catastrophic’ hides a cascade of value-laden assumptions which do not emerge from empirical or theoretical science.
Then in December, Kevin Vranes of the University of Colorado, by no means a climate skeptic, commented on a widely read science blog about his sense of the mood of the most recent meeting of the American Geophysical Union, where Gore had made his standard climate presentation. “To sum the state of the climate science world in one word, as I see it right now, it is this: tension,” Vranes wrote. “What I am starting to hear is internal backlash. . . None of this is to say that the risk of climate change is being questioned or downplayed by our community; it’s not. It is to say that I think some people feel that we’ve created a monster by limiting the ability of people in our community to question results that say ‘climate change is right here!’”
Gore and other climate extremists have been hammering away at “consensus” science for years now — especially the assessments produced by the U.N.’s Intergovernmental Panel on Climate Change (IPCC). So it is a highly inconvenient truth that the latest IPCC scientific assessment undermines many of Gore’s most spectacular claims. The IPCC says the worst-case sea-level rise this century would be 23 inches; Gore portrays 20 feet or more in his horror film. Ditto for Gore’s claims about hurricanes and melting ice caps; the new IPCC fails to bolster Gore’s alarmism. Already climate alarmists are starting to mutter under their breath that the IPCC is now “too conservative,” but having built up the IPCC as the gold standard of “consensus” science, the alarmists are in the awkward position of being hoist by their own petard. It could be an inconvenient moment for Gore on Wednesday if someone asks him why he is so far outside the scientific consensus on so many aspects of the issue.
A new anti-alarmist documentary from Britain’s iconoclastic Channel Four, The Great Global Warming Swindle, is attracting Internet viewers by the millions. And the most significant blow to climate alarmism came last week in New York, where in a formal debate MIT’s Richard Lindzen and author Michael Crichton decisively defeated the alarmists in an audience vote. You know there is something fundamentally weak about the case for climate catastrophe when you see an alarmist attributing the skeptics’ victory to Crichton’s height rather than the substance of the arguments.
The biggest blow to the climate catastrophists is not any scientific problem, but the hypocrisy of Gore and his Hollywood cheering section, whose profligate energy use cannot be mitigated in the popular mind through “carbon offsets,” even if such offsets worked as advertised. Liberals in the 1960s and 1970s never comprehended how damaging “limousine liberalism” was to their cause. They seem even more oblivious to the self-inflicted wounds of “Gulfstream liberalism.” Whatever the intricacies of climate science, middle-class citizens understand that Gore wants them to use less energy and pay more for it, while he and his Hollywood pals use as much as they want and buy their way out of guilt, like a medieval indulgence. In the companion book to An Inconvenient Truth, Gore writes that “a good way to reduce the amount of energy you use is simply to buy less. Before making a purchase, ask yourself if you really need it.” Gore decided that he does need it — for all four of his homes and his pool house.
The ultimate sign that climate change is more about politics than science is the repeated “go-slow” statements of Speaker Nancy Pelosi and other Democratic leaders. If climate change is really the greatest threat in mankind’s history, with the catastrophic tipping point less than 10 years away, why go slow in crafting legislation to save the planet? Perhaps Pelosi and other congressional Democrats have paid attention to the overwhelming consensus of economists — one climate consensus that Gore resolutely ignores — that serious greenhouse-gas emission cuts fail every conceivable cost-benefit test. Faced with the climate-policy equivalent of HillaryCare, Pelosi would prefer to save her majority rather than save the planet.
